fix(cert_management): add default-pca-arn controller flag to helm chart

Description

While upgrading to v3.3 and enabling the certificate management feature I noticed that the --default-pca-arn flag was missing in the helm templates and thus it's not possible to specify a default PCA ARN.

Relates to #4554
