fixing h5py

minor update to set h5py2.10.0, since the latest version isn't compatible with tensorflow2.3.1. Doing a full release so pip install still works.

v1.1: now with tensorflow2

This release updates Locator to use tensorflow2, and includes a new python plotting script.
