Remove deprecated, broken hub_ip_connect

Deprecated since JupyterHub 0.8, the CLI arg it specified has stopped working in JupyterHub 4 with the singleuser extension.

Leave warning in place, but louder now, and _ignore_ the argument since it has stopped working with JupyterHub 4.
