Axio Wetty 1.1 release

Several changes in this version:

• changed base image from debian 8 to ubuntu 18.04
• removed all ubuntu repo links and replaced with mirrors to prevent getting incorrect hash errors
• installed nodejs and npm thru apt package manager
• added lines to upgrade pip
• installed dash and pandas

This version has been extensively tested on a python project started months ago, and it has proven to work remarkably well, no issues.
