Add sidepanels for nodes and load statistics based on user preferences

Some users consider the sidepanels on the nodes page and the global load statistics page useful.
This change adds a user property that allows to enable the side panel on these 2 pages.
The sidepanels only contain the widgets with queue and nodes but no menu entries
