switch from TribuFuForks/VelocityRcon to code-lime/Velocircon

Switching from TribuFuForks/VelocityRcon to code-lime/Velocircon rcon server.

The main reason for the change is that TribuFuForks/VelocityRcon does not correctly support ROOT commands (end, shutdown), which are not executed.
Also, more functionality has been implemented in code-lime/Velocircon:

• Updates
• Automatic checking of all new velocity builds
• Access connection permissions via LuckPerms or Regex
• Configuring via Environment Variables
