Description
This PR adds our previous draft implementation of the abstract IBC handlers that make use of context-generic programming to the relayer-next branch.
The purpose of this is to start the exploration of implementing a mock chain with strong correctness. Although the abstract IBC handlers can also be used for implementing an actual IBC chain, we will leave that decision to a later time by collaborating with the cosmos/ibc-rs project.
