In nios_network and nios_host a blacklist was used to remove the use_option flag. In the documentation a list of options is given which allow the flag see https://ipam.illinois.edu/wapidoc/additional/structs.html#struct-dhcpoption.
This was already done correctly in nios_fixed_address. This change just uses the same logic in nios_network and nios_range.
