v1.7.1 — Remove deployment-specific logic

Reverted

• Removed Pingdom-specific DOWN suppression — This logic was too specific to a single deployment. Alert suppression (e.g. suppressing DOWN when a later UP exists for the same service) should be handled in the consumer/cron configuration, not in the general-purpose triage server.

What remains

• Three-state queue lifecycle (.json → .processing → .done) from v1.6.0
• Tightened ops-alert keywords from v1.5.0
• Watchdog fix from v1.5.0

Stats

• 39 tests passing
• Clean, general-purpose email triage with no vendor-specific logic
