Thanks @ChetanDehane for the PR. Would it make sense to have the iframe as a new tab under Hyperledger Projects menu? For example, once all the existing projects are listed. There can be a wording that says "Propose a new project to Labs".

Another potential place for this would be to have a new tab altogether Propose a Project. What do you think?

i think it would be appropriate at no 3 between Hyperledger Projects and Issues tab.
