Fixes to ReceiveFaucetCouponTrigger to ignore weight 0 licenses for ValidatorLivenessActivityRecord creation Added Integration tests to verify - Batched ValidatorLicense modification via vote - Check the rewards issuance with non-default ValidatorLicense weights - UnclaimedRewards creation with non-default weights - Confirm that weight 0 licenses still recorded activity without the coupon creation.
