Refactor the optee family and its friends

Adopt the new upstreaming scheme. Meanwhile adjust the "CONFIG_TCG_FTPM_TEE" to m so that it could be unloaded when shutting down the tee-supplicant service. Also pickup the latest isar next to fix the `/usr/sbin/passwd: No such file or directory` issue when building secure boot version SWU. Signed-off-by: Baocheng Su <[email protected]>
