What does this PR do?

Fixes #8760

This pull request fixes the bug that SFT with cloud file dataset would fail when enabling streaming.

  1. Transform dataset to iterable dataset for cloud files with streaming enabled.
  2. Check the type of dataset when streaming was specified.
