I've run
terraform planagainst staging, the additionalecs-cluster/vpc.tf module.vpcparameters ensures there are no changes to our existing deployment (the module defaults were changed https://github.com/terraform-aws-modules/terraform-aws-vpc/blob/v5.2.0/UPGRADE-4.0.md#modified).JIRA: AWSCLOU-355
