Fixes #342. Prior to this change, configuring with
ac_cv_func_fork=nowould result in linker errors due to missing symbols. By moving theHAVE_FORKchecks, configuring withac_cv_func_fork=nonow results indo_spawnfailing at runtime if theforkpath is needed (e.g. ifposix_spawnwas not supported).
