Also:

  • excludes debug.sock from aws s3 sync to avoid errors
  • adds an MOTD with a link to the ha-autoscale-cluster documentation

Fixes #48636

changelog: Teleport AMIs now use the IAM joining method rather than alphanumeric tokens, for increased security.
