Update additional GitHub Actions to use Node 20.

Summary

Addresses issue:

• Upgrade remaining GitHub Actions to Node 20 #8903

Relevant technical choices

After updating the action versions a number of issues in actionlint surfaced which I worked through and resolved.

The only check I ignored was SC2129. It took a while to find a working way to ignore rules as inline and file level shellcheck ignores don't work, neither does the actionlint_flags action input (details here). In the end I use the environment variable in the .github/workflows/workflow-validation.yml to achieve this ignore.
