goGPS NHESS article 2023

First re-engineered goGPS version
The goGPS software has been renewed with a complete re-engineering, up to 10 times faster.
The processing method is now based on an undifferenced joint least-squares solution.
This release is now focused on quasi-static processing only (at the moment).
The old goGPS software is still available under the legacy branch.

This release includes PPP implementation with support for the computation of Zenith Tropospheric Delay (ZTD) and Precipitable Water Vapour (PWV).
It is accompanied with a new GUI and a new settings system based on human readable / editable file.
