For #2222

To encourage users to start moving towards keeping all private starter code repos in organizations rather than personal accounts, we will be displaying a warning message saying that we will soon no longer allow personal private repos to be used.

Looks like this for now, styling and wording are in progress:

Here's a quick mockup for how we may want to communicate feature changes:

  • Display a warning flash banner above the starter repo functionality. We should include a date so users know how much time they have to take action
  • Update the instructional copy to include the policy change. The starter code repository must belong to your classroom’s organization, [organization name].
  • Prepend the organization name as part of the placeholder text in the search field

Somewhat related to the starter repo UI:

We probably should also include a warning tooltip during the grace period if users import starter code from repos outside of their orgs.
