Moved all package-related configs to pyproject.toml so that I can remove setup.cfg.
Removed some cruft: CLI template (let users decide for themselves), CLI colour support, and Pipenv (just use VENV).
Dropped support for Python 3.6 and 3.7 because these are no longer supported.
Dropped tests in Windows because it doesn't allow the bootstrapper to delete
.git.The bootstrapper will use the
srclayout when you choose--layout=package.
