whisper : suppress tokens with a regex (#1997)

* Allow a regular expression to describe tokens to suppress.

Example: --suppress-tokens-re "[,\.]|[ ]?[0-9]+" will suppress commas, periods, and numeric tokens.

Technique inspired by openai/whisper#1041
