Upgrade dependencies, remove tut, Scala3 support

• Old microsites plugin was pulling in tut, and apparently Rob deleted the binaries as well as of May 1st: https://github.com/tpolecat/tut#tut
• Upgrade all versions
• Remove silencer as it's largely been absorbed by -Wconf on both Scala 2.12 and 2.13

That solves the problem with the compilation I was having. It compiles now for me.
This also helps get IntelliJ indexing to work, allowing me to jump around the code much more easily.

Other good news, I might be able to get Scala 3 into this as well. Just need to fiddle a little with codecs, I think

I fear getting banana-rdf to scala3 is going to be quite a lot more work as I need to replace projection types we used.

I lost this to several GitHub bankruptcies ago, but it looks like progress toward getting this publishable again.
