GEOS-Chem submod update: Convert GC netCDF routines to netCDF-F90

This commit informs the GCHP superproject about the following
commits that were pushed to the GitHub geoschem/geos-chem repository:

5c8050f08 Merge PR #1882 (Convert GEOS-Chem netCDF routines to use netCDF-F90)

This converts the netCDF I/O routines in the NcdfUtil folder to use
the netCDF-F90 interface instead of the netCDF-F77 interface.  This is
the analogous PR to HEMCO PRs #226 and #227.
