GEOS-Chem zero-diff update: Fix GCHP offline dust paths in ExtData.rc

This commit informs the GCClassic superproject about the following commits that were pushed to the Github geoschem/geos-chem repository: 4252e96ff Fix outdated path in GCHP fullchem config file ExtData.rc Also update the GEOS-Chem version number in CMakeLists.txt to 13.3.2.
