Create a new candidate release for Concourse Tools 0.8.0.
This PR adds a changelog (in the documentation), migrates
setup.cfgtopyproject.tomland makes a few other minor changes.Once merged, a candidate release will be added to PyPI to allow testing of 0.8.0 across existing Concourse resources. If there are no issues, a new
release/0.8.0branch will be created to represent the new release.Recommend squashing these commits.
