Added FavourNestedFunctions rule and tests for it.
Implemented FavourNestedFunctions rule. Added rule text message to Text.resx. Fixes fsprojects#638
Updated Configuration.fs and fsharplint.json to include FavourNestedFunctions rule. Added docs.
