PR Summary
Due to some mistakes in the existing workflow file, Windows builds are freezing before UI renders. This is related to the recent rewrite of the Publish workflow that uses matrix os to simplify the build process.
For the time being, switching to default action syntax. cause debugging the matrix-enabled syntax needs more time.
