Cythonization and Windows Support

Converted virually all code to Cython. Reimplemented the Helmholtz integral operators in C++ for easier porting to Windows.

First Release

First release moving the basic ABEM functionality out of the AcousticBEM repo and adding all the necessary stuff for setuptools to make proper Python distributions.
