updated as per feedback, also added more complete files to allow local docker compose of mssql version, see below bothing running Postgres version MSSQL version

This will allow running of postgres and mssql integration builds.
NOTE due to a github security feature, secrets are not available to PRs raised from forks. For this reason, I have added a workflow_dispatch option to initiate a build manually.
