Approving with notes:
current sysgo and local kurtosis network at https://github.com/ethereum-optimism/optimism/tree/develop/kurtosis-devnet/*yaml does not boot up proxyd. Therefore the public rpc advancement test will never touch the proxyd, unless we provide appropriate sysext devnet descriptor which includes proxyd.
