Pull Request Description

• Fix https://github.com/enso-org/cloud-v2/issues/2265
  • Attempt to fix issue where environment variables are not being loaded for non-prod environments
• Forward exact status code from running project, when running project via --headless

I don’t know if it fixes the issue, because envToConfig is only used in Electron watch mode (when ELECTRON_DEV_MODE is true).
