0.24.0 breaks some stuff, so this updates it to the version before that.

This updates several frontend dependencies to their latest version.
@floating-ui/reactwas updated to 0.23.1 because the latest versions (0.24 and up) breaks some alignmentsfork-ts-checker-webpack-pluginwasn't updated because we need version 6 for the ESLint option.typescriptwasn't updated because it breaksTypecheck frontendAs far as I can tell the other updates that were made here don't break anything - though to be safe I would probably not merge this before the 2.0 release.
