Add updates for 7.x

The StartingBlocks team is excited to provide this update to the StartingBlocks_OSS repository! This PR brings in features, enhancements, and bug fixes that we've been working on over the last 8 months. With this update, support for Ed-Fi 7.2 and 7.3 are available for the first time in this repository.

Significant changes:

• Combined CloudFormation templates for 7.1, 7.2 and 7.3.
• Artifacts stored in a central repository maintained by EA. (custom artifacts are still supported)
• New Query Runner for easily running sql scripts in multiple databases.

Additional changes:

• GitHub Action for linting with cfn-lint and checkov.
• Updated in-repo documentation with easier to follow deployment steps.
• Organized parameters in the CloudFormation console.
• Added support for PostgreSQL 16, and updated PostgreSQL minor versions.
• Added automatic Beanstalk platform updates.
• Support for storing Load Balancer access logs to S3.
• Support for customizing Ed-Fi Bearer Token limit (in 7.3).
• Support larger instance sizes.
• Addressed linting and security recommendations from cfn-lint and checkov.
• Updated Ed-Fi API versions to the latest patches.
