Hi, I recently went through this process and found the documentation obsolete. First, getting the file in GML format is not mandatory, since no other format can be imported, so I made it step 4 rather than a different section. Then the tools proposed are no longer working in Windows, not sure about other plattforms. The approach I suggest only uses online tools. Lastly, I found the conversion to WSG84 is missing in the documentation. My proposed doc is actually here: https://docs.google.com/document/d/1G9DukRJ4TfR32RYMGriLg9HdOPW16L7FI5nPgVphotI Unfortunately I don't know how to upload screenshots to the doc, but as you can see I could ilustrate the steps with images.
