Implements DHIS2-17868

Key features

  1. e2e test to check push-analytics.json exists and has the expected properties
  2. e2e test to assert the file download methods used by push-analytics work. From the push-analytics perspective, there are 3 distinct visualization types in DV and a test was added for each one:
    • Charts
    • Pivot Tables
    • Outlier Tables
