Updates Microsoft.Extensions.Http from 10.0.9 to 10.0.10. The nine overlapping updates originally in this Dependabot batch landed through #1131; this PR now contains only the remaining non-duplicate update and its changelog fragment. Validation: just ci (1,831 tests).
