lang: Remove program account info from CPI context

Problem

We lose a lot of memory, even though it's no longer necessary to pass the program's accountInfo to the CPI. It just needs to be in the context.

Summary of changes

• Change program with program_id
• Add new methods to build it
• Update the macros code
• Update the SPL
