Release 2026.9.1

Refresh the Global and USA production network identities and synchronize the explorer, follower examples and inspector defaults. Bump all eight Alto crates to 2026.9.1 because 2026.9.0 is already published with the previous inspector defaults.

Both networks are deployed with 50 c8g.large validators each and their Cloudflare indexers at global.alto.exoware.xyz and usa.alto.exoware.xyz. The branch preview loads WASM and verifies advancing VRF certificates for both networks.

Validation: formatting, clippy, documentation and dependency checks; 97 Rust tests; 124 explorer tests; complete WASM/React and Graviton4 validator builds; 102 healthy EC2 instances and all monitoring targets healthy. Both networks passed native stored-certificate, verified-stream and original-config follower checks. Global ran in Linux with per-container DNS 1.1.1.1 after local macOS DNS failed; it processed all 6,287 blocks from genesis and caught up. The normal hostname and TLS were used throughout. Main merge triggers production Pages and the ordered publication of all eight 2026.9.1 crates.
