Update rpm packaging to be up to date with opensuse python packaging guidelines

@tiltingpenguin This is breaking the packaging by quite a lot. Please fix the build.

There are quite a few errors left:

  • Debian: The fdupes command is missing
  • Rocky Linux & Fedora: Don't use the openSUSE-only build dependency macros
  • openSUSE Tumbleweed: Maybe missing RTD theme?
  • openSUSE Leap: Incorrect source version - no idea

Let's see after that what the CI says.
