[Instance] Ramparts: corret spawns and waypoints to sniff values (#1233)

* [Instance] correct some static spawns in ramparts to sniff values

also fix Warhound not spawning (wrong linking)

* remove waypoints from bonechewer beastmaster

* finish static spawns rework

* also rework moving npcs to sniffed values
