Support external apps for chi files

• 32-bit Tombo (GUI) - with dependency on msvcr100.dll
  • Allows chi files to be edited externally, not just text/txt files.
• TomboCrypt - Optional command line ONLY Windows 64-bit

Simply a rebuild of 2.0b5_external_apps_chi (no real code difference, change is ifdefs versus commented out code) with Microsoft Visual Studio 2019.
