Which problem does the PR fix?
This PR fixes the ROSA tests currently failing and also the ROSA cleanup (depends on camunda/camunda-tf-rosa#140).
What's in this PR?
It also remove openshift 4.14 from the tests (out of the support dates) and replace it by openshift 4.17
