add workflow for megablast reads to LCA tab file

Using examples from @lakras add a new one-task WDL that runs megablast on a set of reads and emits a Lydia-formatted LCA TSV file for downstream analysis use.

Future work will include more elaborate pipelines, but this is the initial implementation to get started.
