NOTE: While I need to describe these WDLs using our Cromwell instance, there is a CROM-4572 ticket already created that was previously closed, and this comment mentions eliminating zip imports. While that's being figured out, I'm contributing this patch JIC someone else wants to cherry-pick this for their instance.

We're definitely looking to deprecate zip imports. They've never been supported in Terra, and aren't planned for Terra on Azure either. The current work in this area is support for workflows in private Github repos – so that HTTP imports with without having to make WDLs public. See #7392.
