Fix: Contribution guidelines

In this PR we have updated the contribution guidelines to set forth the project policy on LLM/"AI" generated contributions.

There are 3 reasons for doing this:

• We have determined that there is an unacceptable risk from the training data used for these models that copyrighted work may end up in a contribution without proper attribution or licensing, and that the license of the source work may not even be compatible with the project's
• It places an undue burden on the maintainers to have to work through and spot subtle mistakes that even the contributor doesn't understand as a result, to work out what the correct behaviour should be
• There is a growing body of research showing these tools hurt productivity instead of help, while increasing negative outcomes such as poor code quality and increased incidence of subtle bugs

All in all, we would rather just distance ourselves from these problems and be able to put the energy they'd waste into making the project as good as we can instead. Fixing bugs, improving target support, implementing new architectures, and making it the best debug server we can.
