feat: Add Karpenter and EMR Spark Dashboards to spark-operator

What does this PR do?

Updates the karpenter scrape configuration in prometheus to match the one in the Karpenter repo and adds the Karpenter performance capacity dashboards to the defaults in Grafana.
I also added the dashboard for EMR Spark on EKS as it displays the Spark application metrics we're collecting.

Motivation

Adding those dashboards when I wanted them was annoying. since grafana doesn't have persistence I was re-adding them repeatedly.
