This change contains very little code changes, but again, this PR depends on PR #32. Review and merge that one first.
Added functionality that allows the user to precisely control the location of the tooltip relative to the mouse anchor point. User can pick a general position (Top, Left, Bottom Right, etc.) but can also customize further with X and Y offset values.
This only affects tooltip position when anchored to the mouse.
