Binary SDL2 development libraries

This release is only a zip package that contains all the libraries needed for the development of Vsgl2 programs. There are two different flavours, one is the 32 bit version, the other is the 64 bit version, download and install the correct one based on your compiler version (MingW32 or 64 bit).
