Update DevKit Tools.gmk.patch to use Centos7 vault

Fixes #1089

Update Tools.gmk.patch to use Centos7 "vault", and also import noarch GPG key.

To run full set of tests, use "run tests"; a subset of tests on specific jdk version, use "run tests quick 11,21"
