Updates the CRAM implementation with non-lifetime bound Record and Query iterators that prevent further reading attempts once the EOF container is reached.

abi3-py38→abi3-py39. This was due to errors handlingchrono_tz::Tzinabi3-py38in newer versions of pyo3As part of the noodles migration, CRAM handling was updated to use
RecordBufinstead ofRecordwhich are no longer exposed by the reader, but we implement our own record iterators. Need to confirm ifRecordis lazily decoded and revert to using it if so.
